The Le@rning Federation 2006–2008 initiative is commissioned by the Ministerial Council on Education, Employment, Training and Youth Affairs (MCEETYA), overseen by Australian Education Systems Officials Committee (AESOC) and managed by Curriculum Corporation.
TLF works within existing MCEETYA structures, which provide advice through policy-level groups. Governance agreements are outlined in the Phase Three plan.
AESOC's responsibilities will, for the most part, be delivered by existing MCEETYA taskforces and working groups. The initiative works with MCEETYA taskforces and working parties; for example, the Working Party on Indigenous Education, the copyright advisory group of the Schools Resourcing Taskforce, the Curriculum Consistency Working Party and the Performance Measurement and Reporting Taskforce.
The AESOC Le@rning Federation Policy Sub-group is a small group of AESOC members that meets before each AESOC meeting to coordinate policy, facilitate links to the broader MCEETYA agenda and consider the interests of the ministers. The Sub-group is supported by a small secretariat attached to the MCEETYA Secretariat.
Curriculum Corporation Board monitors deliverables quarterly and reports to MCEETYA annually.
Phase Three of TLF is funded for the period 2006–2008 by the governments of Australia, the Australian states and territories, and New Zealand. Approximately half of the funding is provided by the state, territory and New Zealand governments, with the Australian Government providing the remainder.
